Some members of Congress are annoyed at the White House?
particularly at national-security adviser Zbigniew Brzezinski?
over last week's news leak revealing secret CIA arms shipments to
Afghan rebels. The Carter Administration has often blamed
Congress for such leaks because of a law that makes the CIA brief
eight Congressional committees on any covert operation. Yet The
New York Times attributed the Afghan leak to Brzezinski's
office?which denied responsibility, as did the White House itself.
