about U.S. submarine activities violated se-
crecy laws and that he was referring the
matter to the Justice Department. The NBC
report said accused spy Ronald Pelton had
told the Soviets about a Navy eavesdropping
project. NBC said it referred William
Casey's allegation to its legal counsel.
