The Dominican Communist Party chief+has personally been re- cruiting terrorism trainees; his recent protracted tour of Bul- garia; Czechoslovakia and other Warsaw Pact stales may portend violent protests ahead to under- mine the Balaguer administra- don. In Santo Domingo, intelligence officials estimate that at least 300 Dominican communists have . undergone terrorist training. Mi.' Isa Conde's visits may have in- cluded recruiting efforts among Dominican students abroad, as well as requests for aid from the East European communist par- ties.
