GATES, 59, a retired deputy director of the Office of Research and Develop- ment at the Central Intelligence Agency, died Aug. 3 at Common- wealth Hospital in Fairfax after a heart attack. Mr. Cates, who lived in Fairfax City, was born in Burlington, N.C. He graduated from the University of Virginia and received a master's degree there in agricultural eco- nomics. During World War II he served in the Navy. In 1950, he moved to the Wash- ington area and went to work for the Agriculture Department. In 1953, he transferred to the C[A. In the course of his career he was as- signed to the Office of Training and to various other parts of the agency before moving to the Office of Re- search and Development. He received the Distinguished In- telligence Medal in 1982, the Na- tional Intelligence Medal of Achievement in 1980 and a certif- icate of commendation in the 1960s. Mr. Cates was a Mason and a member of the International Coun- try Club. Survivors include his wife, Chris- tine H. Cates of Fairfax City; three children, Mary Beth Lucas of Chan- tilly, Va., Carolyn C. Saleski of Co- lumbia, Md., and E.
