The other, Rep. Bill Lehman, escaped opposition, as did Rep. E. Clay Shaw, a Republican. Rep. Tom Lewis, also a Republican, has only write-in opposition in November. Of the four Democrats challenged. Rep. Claude Pepper will face Tom Brodie in November and Rep. Dan Mica faces Rick Martin In District 14. In she other two districts, Republicans on Tuesday must choose between two candidates. Mary Collins and Mike Kostiw both seek to oppose Rep. Larry Smith in District 16, which includes much of South Broward and West Dade. Josi lay and Bill Flanagan are listed on the ;primary ballot in Rep. Dante Fascell's District 19, which includes South Dade and the Florida Keys. Mrs. Collins has been active in party ,Afairs for years, including eight as ,.jade's state committeewoman. Yet her ??xperience has been more in the me- chanics of politics - organizing, raising money, getting out the vote - than In, dealing with issues. This shows in her shallow responses on key Issues ranging from defense to tax reform. Her GOP opponent. Mr. Kostiw, has :,omewhat the opposite problem. the ssues he gives thoughtful answers born cf his years of experience with the CenT Intelligence Axency and with Texaco, his current employer. He's a persuasive advocate of aid for Nicara- gua's contras, for instance, and he speaks six languages. Yet Mr. Kostiw -has had less of a chance than Mrs. Col- ' line to learn of the everyday concerns of voters In the 16th District. On balance, though, Mr. Kostiw is much better prepared to mount a challenge to the Incumbent and, if elected, to serve effec- tively In Congress. To Republicans in the 16th District, then, The Herald recom- mends Mike Kostiw. In the 19th District, the choice is easy. Jose Clay, a Cuban-born financial con- sultant.As a main- with concerns not lim- ited to issues of partic- ular interest to His- panics. He has compiled an admirable . record of civic in- volvement In the dis- trict. His platform is based on responsible e^\wwwN fwr Reagan's policies. Meanwhile, Mr. Clay's eccentric pri- mary opponent refuses to participate in the ordinary campaign processes that enable voters ? to make an Informed choice.
