Carver 1r., an analy~~' . international affairs and a former CiA _ official, had an apparent heart attaplc yesterday after serving as coxswain of a boat representing former students of Oxford University in a crew race on the Potomac River. Carver was taken from the Potomac Boat Club to George Washington Uni- versity medical center, where he was listed in critical condition in a coronary care unit. Carver's Oxford crew defeated oars- men representing Cambridge Univer- . sity alumni in the race, spectators said. They said Carver collapsed after climb- ing from the winning boat.
