M article in the 5 November edition of THE WALL STREET JOURNAL STAT
claims that the CIA made public information from Mr. Yurchenko concerning
Edward Howard and leaked information about the disappearance of Nicholas
Shadrin. These statements are falsehoods and are resented deeply by the
Central Intelligence Agency. The CIA has made no information public
concerning Mr. Yurchenko. Moreover, it is forbidden by Presidential Executive
Order 12333 from propagandizing or attempting to influence the American
public. We adhere to this restriction. The unfortunate leaks of
Mr. Yurchenko's information to the media have come from sources other than the
Agency as virtually all journalists in Washington other than your reporter
know. These leaks are currently under investigation.
