1. discussed with the Director the possibility of releasing
a copy of the CIG enabling; act to the State Department. The Director felt that
this was not the proper time to do so. Subsequently, Mr. Pforzheimer discussed
the same problem with the Director, indicating his feeling that, in view of the
fact that the 'War and Navy Departments were in possession of this document, and
the Navy Department had submitted its comments, it might react unfavorably on
CIG not to supply the State Dept. with a copy. The Director stated, however, that
he would prefer not to submit a copy to the State Dept. at the present time, but
to await completion of the Bureau of the budget comments. Mr. Pforzheimer pointed
out that the State Dept. had already asked for a copy some time ago, which request
had been rejected; but the Director disapproved releasing it at the present time.
The Director subsequently asked Mr. Pforzheimer whether he was satisfied with this
decision, and I stated that I felt that, while I had no interest in the State Dept.,
it might and could react very unfavorably on the Director personally and on CIG. STATINTL
The Director then stated that I should inform that he was authorizing
to transmit a copy of the Act on an informal basis to the State Dept.
immediately.
