2. Spoke with Mr. Carl Hoffman, Chief Counsel, House Expenditures Committee,
regarding House Joint Resolution 28t. Explained that the Central Intel-
ligence Agency would like to be exempted from its provisions and that
there was no "Department of National Defense." although sane was included
in the text. Suggested that term "National Military Establishment" be sub-
stituted for term "Department of National Defense."
