1. Informed the Director of my meeting yesterday with
Rep. Philbin, and he agreed with my recommendation that we would not
25X1A consider rehiring but would permit him to resign and
correct the recor o termination.
25X1A 2. I spoke with Re . Philbin re and informed

accept his resignation. He asked me to talk to Mr. McCormack, and so
I explained the situation to Mr. Feeney of McCormack's office.'
3. Delivered letter from the Director,(addressed to Sen.
McCarran, Chairman of the Senate Judiciary Committee) to Mr. Arens of
the Immigration Subcommittee, answering questions re Soviet and
Satellite officials contained in McCarran's letter of 30 June.
