1. After receipt of memoranda from AD/0S0 and CPC on the
subject of Senator Lodge's proposal to provide for the enlistment of
aliens in the regular army (S. 2269), and after further discussion with
the Director, I have informed Mr. Ben Brown, Deputy Assistant Secretary
of State for Congressional Relations, that this Agency would neither
support or oppose S. 2269. It appears to us to be more properly within.
the province of the Department of the Army, with which this Agency can
make appropriate arrangements. Mr. Brown regretted our inability to
be of assistance, but agreed to attempt to secure some support from the
Department of the Arnry .
