Monday - 31 July 1950
1. Discussed with Geo. Harvey, Chief Clerk-House Appro-
priations Committee subject of emergency funds for CIA. It was
agreed that if these emergency funds were forth coming the slight
cut visited on the CIA budget by Senate Appropriations Committee
would not be restored as it would be more than made up by the
emergency appropriations. Mr. Harvey agreed on the figure which
I suggested and recommended that it be included in certain emergency
funds which would be requested by the Government. I called
Mr. Lawton, Director Bureau of the Budget, and recommended the
inclusion with the request that this be taken up with Mr. Lawton and
his staff immediately and that the Bureau of the Budget submit the
language to Mr. Harvey prior to its formal submission.
2. This matter was discussed between 25X1A
I I and myself for CIA and Mr. Ramsay for the Bureau of the
Budget and is presently being arranged.
3. Mr. Taber (R. , N. Y.) requested information as to
North Korean propaganda reaction to Mr. Acheson's January.Press
Club speech. I informed Mr. Taber that there were no monitored

broadcasts from North Korea on the speech as North Koreans
did not usually single out specific Americans other than
President Truman for attack due to the basic lack of political
sophistication among .the people.
