1. Mr Chief of he Administrative Staff, has raised the
question of possible legislation to relieve rertifijing officers of COI, OSS and SSU,
in connection with accepted accounts now considered closed. I have determined
to ascertain from the Treasury Department how they had proceeded with similar
legislation and I have discussed the matter with Mr. Carlock, their Legislative
Counsel, and Mr. Ranta of their legal staff. They have advised that t4 e best pro-
cedure would be to clear the whole matter informally with the GAO prior to proceedinLL
