1. Mr. Reed of the office of Sen. Ferguson was referred to me by
Mr. Arens of the Senate Judiciary Committee. Sen. Ferguson had been asked to
introduce a private bill on behalf of Arthur Koestler. The Senator's reaction is to
turn down the request unless CIA recommends that he introduce it.
