Monday - 10 September 1951
1. Mr. Charles Parker of the Bureau of the Budget has coordinated
within the Bureau our request of 8 September to forward letters to the Chairmen
of the House and Senate Post Office & Civil Service Committees that CIA be
exempted from the provisions of the proposed "little Wagner Act" for Federal
employees.
2. Discussed with Mr. Lewis, of Press Intelligence, Inc. , copyright
problems involved in CIA reproduction of newspaper clippings. (See memo for
the record this date).
3. Discussed with Mr. Winslow, of the Civil Service Commission, a
proposed Civil Service Commission draft substitute for the "little Wagner Act",
presently being considered on the Hill. I have requested him to exempt CIA from
any such proposal, and he assures me that the Commission will do so and also
exempt us from a proposed Executive Order should it be determined to issue one
to head off this legislation.
