1. In connection with my memorandum of 5 October regarding the proposal of
Congressman Kersten, Mr. Wisner informed me that he had taken the matter up with
Mr. Dulles and General Smith and with their approval had discussed the matter with
Gordon Gray, Executive Secretary of the Psychological Strategy Board. Mr. Gray has
talked with Congressman Kersten and is carrying the ball for the Government on this
proposal.
