1. The DCI has determined that it would be/inadvisable
precedent to send someone from Washington to the field to meet
with Congressional travelers abroad. Therefore, he has
directed that specific instructions should be cabled to the
field regarding the trip of the McCarran subcommittee, and
Legislative Counsel will not go abroad for this purpose.
