STATINTL 1, called to state that Mr. Kirkpatrick, Chief
of the External Research Unit of State, was being hard pressed
regarding certain external research contracts by the investigators
of the Federal Manpower Policy Subcommittee of the Senate Post
Office and Civil Service Committee, and that their queries might

STATINTL advise o have Kirkpatrick stand off the STATINTL
investigators on CIA matters as best he could, but that if it were
necessary to refer them to me or consult with me on specific
questions.
2. Miss Adams, Administrative Assistant to Senator McCarran,
called to state that Senator McCarran was considering making a
speech on the Floor attacking the Department of Justice's laxity in
not pushing the case. I asked whether the Senator planned
to refer to CIA covert personnel, and she said that she did not
believe he would, and I urged her to make certain that no slip in
this connection should occur. Miss Adams subsequently called me
to state that the Senator had also informed the Justice Department
of his impending speech, and that they had asked him to postpone it
for two or three days. He, therefore, has determined to accede to
this request.
