1. Congressman Armstrong requested the Department of the
Army to interview a Russian recently arrived in the United
States. The Army turned the matter over tcE=and Mr. STATINTL
requested me to get the necessary information. I
talked with Congressman Armstrong, who stated that the indi-
vidual in question had served in the Russian Army during the
war, had escaped to the American Zone in Germany where he
had worked with the occupation forces and he had now come to
the United States with his family and was seeking some employ-
ment. The Congressman stated that while he was not sponsoring
this individual, he appeared to be extremely intelligent/ and
felt that somebody should at least talk with him. An appointment
was then arranged.
2. Mr. Dompierre, of the office of Senator Ferguson,
called regarding the retirement application of
STATINTL
I
who had formerly been on the Senator's Committee staff, and
who wished to retire under the special statue which permits
retirement at the age of 50 after 20 years of service involving
hazardous duty. I informed Mr. Dompierre on 19 June that
had sent his retirement check to CIA, which had
forwarded it to the Civil Service Commission on 27 May and
that CIA had forwarded his retirement application with a favorable
recommendation to the Civil Service Commission on 13 June.
I also pointed out that this would probably be a test case under
the special statute, and that if the retirement application was
not accepted, would be re-employed by CIA. (I
have Col. Baird's assurances on this point).
