1. Mr. W. H. Jackson, of the President's Committee
Investigating Psychological Warfare, having viewed a CIA film
on BW, informed Chairman Chiperfield, of the House Foreign
Affairs Committee that the Committee should see this film which
was in CIA's possession and the Committee has asked that that
be arranged. After coordination between
and Mr. Washburn,
Executive Secretary of the Jackson Committee, it was determined
to seek Mr. Dulles' guidance in this matter, as it was felt that
this presentation represented an unfortunate precedent. DD/I

man Saltonstall, of the Senate Armed Services Committee; at
the Chairman had referred him to Senator Case, Subcommittee
Chairman on Construction and Real Eatate matters, and that
Saltonstall had informed Case of what was involved; and that the
project should be urgently approved. The Subcommittee has
approved the project and Senator Saltonstall has signed off on it.
However, Senator Case has considerable hesitancy regarding the
security of the project and initially wished to condition his
approval on assurances regarding its security. I per-
suaded the Senator not to make his approval conditional, and the
Senator finally agreed, but has written a letter regard-
ing the security question, a copy of which is to be ma e available
to me.
