1. After consultation with CIA Medical 25X1A
Officer, I informed Mr. Buddeke of the Legislative Counsels
Office of the Department of Defense that CIA had no suggestions
to make in connection with the proposed legislation for the
25X1A draft of doctors. had requested that we consider
25X1A

the possibility of again raising the question of including in
the bill a proposal to grant equivalent credit to draft-eligible
doctors who serve with CIA. After consulting tiuith
IHHr. Houston and Colonel White it was determined not to seek this 25X1A
authority as it is highly controversial, and CIA interests are
presently protected by our agreements with the medical offices
of the Defense Department. This proposal was not mentioned to
Mr. Buddeke.
2. Received from PMMr. Adams, Deputy General Counsel of the
Department of Defense, their suggestions in connection with the
draft of our proposed bill to authorize.'-General Cabell to serve
as DDCI and the accompaning letter of transmittal.
3. Mr. Houston and I talked with 0 Chief of FI, and
regarding the possibility of informing
Senator T ,11cCarthy that certain unreliable persons abroad were
stating, that they were conducting investigations for McCarthy,
particularly of American intelligence. While these seem pri-
marily to concern CIC, I felt that it would flow over
to CIA and that advantage would be gained by indicating to
McCarth the unreliability of those claiming to be his sources.
stated that he had mentioned this proposal to Mr. Wisner,
who.was leaving it in our hands. I indicated that great caution
should be exercised in this matter because of other demands
Senator McCarthy might place upon us but agreed that we would
mention it to Mr. Dulles.
