2. Mr. Houston and I met with Mr. Jones, Assistant Director of
the Bureau of the Budget, to clear up final technicalities in connection
with the proposed CIA legislation. We also agreed that the approval of
the design of the National Security Medal should be done by the Execu-
tive Secretary of the National Security Council in view of the fact
that the DCI did not wish to appear by name in the Executive Order.
