With the DCI's approval I am setting up an appointment with Senator Seaton, newly appointed Assistant Secretary of Defense for Legislative Affairs, in order to continue the working liaison I have had with that office. 2. Mr. Kirkpatrick informed me that , who may be terminated by CIA, has already been to see Sen. Capehart. 3. Speaker Martin plans to depart for Europe on 15 October although the date is not absolutely firm. Ithad been thought that he was planning to be present for the opening of the German Parliament in Bonn on 6 October (as there is a desire to have as many Congress- men there as possible), but unless his plans shift he will not be there for the opening. CIA has never had any real contact with Speaker Martin, but the DCI may well wish to offer him some courtesies. 4. With reference to the trip abroad of a Subcommittee of the Judiciary Committee to investigate the opening phase of the ad- ministration of the Refugee Relief Act of 1953, the operation of the Escapee Program under the Mutual Security Act, the current activities of the Intergovernmental Committee for European Migra- tion, and to attend the 6th session of the Intergovernmental Com- mittee for European Migration in Venice, it would appear that no CIA action is required. I have talked to Mr. Besterman, Staff Director who is accompanying this group, and he informed me that they will be in Frankfurt for only a few hours on Sunday, October 4th, and a special briefing has already been arranged to occupy their F time. Therefore, it is not expected that they will attempt to see the Besterman will try to side-track any requests to see it in view o the fact that the Committee group is fairly large. Mr. Yeager, of Senator Knowland's office, has suggested the debriefing of Senator Knowland for 9:30 on Saturday, 3 October, at CIA. This is of course subject to confirmation by the Senator. The Senator will see the President on Friday. I have stressed with Mr. Yeager the necessity of keeping the appointment in the strictest confidence so as not to embarrass the Senator. 8. Mr. Brobeck, of the staff of the Joint Congressional Committee on Atomic Energy, informed me that the Committee has arrived in Paris and will leave on 24 September for Washington, Approved For Release 2002/06/24'`._C 4RDP9I-00682R000200090064-4 Approved For Reimse 2002/06/24: CIA-RDP91-00682RG 200090064-4 25X1A 25X1A with scheduled arrival on Friday morning. Chairman Cole and Senator Hickenlooper are both returning. Senator Hickenlooper will remain in Washington for several days during the coming week and an appointment should be set up for the DCI to discuss the trip with him. Arrangements should also be made to bring Chairman Cole up to date before he leaves town for his home. 9. Mr. Hyde, of the legislative staff of the Bureau of the Budget, called in connection with Sec. 86 of Circular A-11 which calls for an expression of agency interest in any statutes which are scheduled to expire during calendar years 1953-54. General Counsel's office is taking action on this matter for im- mediate reply as it is required by the Bureau of the Budget for a White House report next week. 11. Col. Edwards, Director of Security, is again reviewing the case of for possible employment. Col. Edwards asked regarding bona fides, and I assured him that he was not being sent down here as al but was leaving be- 25X1A cause he was generally "fed up" with the current set up.
