In connection with newspaper reports that McCarthy's Committee is in touch with Beria, no action is to be taken at the present time. .2. In connection with the trip of Senator Mansfield to the Far East (State Department Instruction No. CA-1425 dated 14 September) it appears that a mutual friend has advised Senator Mansfield the name of one of our senior people in the Far East, whom the Senator may contact. An appropriate cable is being sent to the field. 3. Mr. Walter Hamilton, of the staff of the Joint Committee on Atomic Energy, advises that he is leaving on 22 September for Paris where he will meet Mr. Allardice, the Committee Staff Direc- tor, and proceed to England to study certain British atomic installa- tions. He may be reached through Mr. Penfield at the American Embassy. They will return to Paris to study certain other problems, returning to the United States on 8 October. They do not plan to visit Allardice and Hamilton are thoroughly knowledgeable of the U. S. atomic energy situation, but it is not believed that they will be in any danger. I have informed I I of the 4. Congressmen Frank T. Bow (R., Ohio), Sam Coon (R., Ore.) and Prince Preston (D. , Ga), members of the House Appropriations Committee have sailed for a two months' study of Europe and Asia to see "how wisely" the VOA budget and allied projects are being spent.
