1. Mr. Julius Cahn, Counsel to the Senate Foreign Relations
Committee, addressed the CIA Reserve Unit on the activities of the Com-
mittee and was well received.
2.. Mr. Harold P. Green, of the office of General Counsel of
the Atomic Energy Commission, came to discuss the CIA recommendation
to the Bureau of the Budget dated 28 April 1954, which suggested that
"Restricted Data" be defined as "all United States data" rather than "all
data" falling in certain categories in the atomic energy program. Mr.
Green felt that this would hamper the AEC's program of control of informa-
tion generally and that there should be one set of rules for both United States
and foreign "Restricted Data". Mr. Green felt further that our proposal
would weaken their authority to prosecute in certain cases. As Mr.-
Chief of NED/SI, was not available, we were unable to reach any final
decisions on our position in this matter, but will discuss it further on 18
May.
4. Mr. Brown, Deputy Assistant Secretary of State for Congres-
sional Relations, told me that he had just attended a hearing before Senator
Welker on the subject of the sale by the United States of a steel mill to the
Argentine. There had been newspaper reports that the sale might not be
bona fide, and was merely a method of reselling the mill to Czechoslovakia
where it had originally been destined to go. State assured the Senator that
this was not the intent, and that the Argentine Government had agreed not
to resell it. However, Senator Welker continually aaked State whether they
had consulted with CIA, whether CIA had any information which would indi-
cate a possible resale, and ordered them to recheck with CIA to get our
views on the matter.
