A conversation which Senator Mansfield has allegedly had with Washington attorney James Rowe on the subject of his resolution to establish a Joint Committee on Central Intelligence has been reported to Mr. Houston. Senator Mansfield was alleged to have stated that he had no ulterior motives in introducing his resolution and that his only reasons for doing so and just what he meant are included in his speech of 10 March. He claims that he wasn't particularly looking for anything for himself and doesn't care whether or not he is on the Committee. He felt, however, that if he did not introduce his resolution, someone else might do so and it could be worse than the Mansfield version. The Senator feels that the resolution will not get anywhere, at least at this session of the Congress. Furthermore, he feels that possibly the best committee would be one composed of the Vice-President, the Speaker, and the Majority and Minority Leaders. Mr. Kidder has talked with Mr. of 10 25X1 A Division regarding the request of the House Committee investigating tax-exempt foundations for information They have 25X1 A agreed that the information desired b the Committee is of such a nature as can quite properly be answered and 25X1A they will prepare a letter to this effect. Mr. is of the opinion 25X1A that the DCI has already talked to Chairman Reece or Counsel Wormser of the Committee on both but I have no confirmation 25X1 A of this. 5. As a result of a meeting chaired by Mr. Rand, Deputy Director of FOA, at which Mr[~f CIA was present, it was determined that 25X1A there will be no change in the language of the Kersten Amendment and it will remain under Title I of the Mutual Security Act; Yugoslavs will not be included within the Kersten Amendment; and the need for additional funds for FOA/EP will be considered by OCB following a six-months test program. No reference to the FOA/Escapee Program is contemplated in connection with the Budget Hearings for FOA. 6. I have discussed with DD/A the House Appropriations Committee report and bill for the Interior Department for F/Y 1955 which authorizes $75,000 for the development of plans to build a single building to house the Geological Survey. The Committee reports that the Survey is in some sixteen buildings, many of them in poor condition, and that fire could destroy its valuable collection of maps and materials.
