Office of Legislative Counsel
Tuesday - 31 August 1954
1. In response to the letter of 26 August 1954 to the Director
from Gen. Julius Klein serving as special consultant to the Senate
Appropriations Committee, I have talked to General Klein in his office
in New York. (See Memorandum for the Record this date. Mr. ;Wisner
informs me that he has no knowledge of any conversations between the
Director and General Klein, however, in view of the backer
Cong. Hillings that there is a considerable possibility of serious trouble
in Guatemala at about the time of his visit and that-such possibility might
include shooting. The Congressman expressed thanks for this informa-
tion and hopes that he would be able to get into Guatemala. If trouble
arose while he was there, he is prepared to abide by any decisions of
the State Department as to action.
Cong. Hillings during his briefing here on 30 August, I have informed
3. as discussed with Mr. Wisner the recent develop-
ments in connection with the proposed surfacing of
and Mr. 'vVisner has approved these plans in princip e. He points out,
however, that the State Department should have some consideration in
connection with announcements.
