Mr. Kirkpatrick and Mr. Houston agree that the problem of not being able to reach Senator Jenner to ascertain whether he would be willing to efore the Senate 25X1 X Internal Security Sub-Committee could best be met by briefing Alva Carpenter, the Sub-Committee Counsel, who might be in a position to make some preliminary judgements and who would also be the person with whom Chairman Jenner would be in touch with first. I therefore discussed with Carpenter and Mandel, Committee Research Chief, the entire background of this case, and it was their opinion that it was a case which the Sub-Committee should handle and that in all proba- bility Chairman Jenner would concur. They inquired whether they might discuss it with Mr. Sourwine and Senator McCarran, but I informed them that I was not at liberty to have the matter discussed any further. They immediately pointed out that if they were to do a good job in preparing this case, they would need a minimum of approximately two weeks and that if. the Secretary of State were to send certain notes to foreign governments on 24 August, the necessity of holding a hearing immediately thereafter could only result in a badly prepared case. If this could be accomplished, they would set to work at once to prepare the case as rapidly as possible. Mr. Houston and Mr. Kirkpatrick concurred in my opinion that this was a most reasonable approach, and I have communicated this request to 2 5X1A Mr. Wisner subsequently authorized them to seek the post- ponement from Assistant Secretary of State McCardle who is the main proponent of the urgent issuing of the notice in order that it may be announced by the Secretary of State on 24 August, prior to his depart- ing for the SEATO conference in the Philippines. Mr. Wisner has also approved our starting to fill the Committee Counsel in at once so that they may start to prepare the case.
