2. Senator Knowland is planning a trip abroad after the elections to
include North Africa, the Middle East and probably some of Europe. He will
be in touch with us at the appropriate time so that he may receive a full
briefing prior to his departure.
3. At the request of the Acting Director, I coordinated the drafting
of a memorandum for the Attorney General on the subject of legislation to
outlaw the Communist Party. Mr. Dulles dictated his views on the phone
favorin the outlawing, and the draft was coordinated with Messrs. Wisner,
Mr. Houston advised by phone that there was no legal
pro em insofar r as the Agency was concerned if the Party were outlawed.
