Mr. Hyde, of the Legislative Staff of the Bureau of the Budget, called to state that the Bureau would probably ask for CIA comments on S. J. Res. 96, a bill to establish a Commission on Governmental Use of International Telecommunications. In November 1953 I communicated orally to Mr. Hyde our opposition to this bill, which is also opposed by several other Departments of the Government. The White House undertook to block its passage in the House through Speaker Martin and Majority Leader Halleck, but evidently wires were crossed and the bill was allowed to pass on the Consent Calendar. I am preparing necessary comments for the DCI's con- sideration. 3. Attention is called to H. R. 9921, a bill to amend the criminal statutes to make it a crime to use the words "Federal Bureau of Investigation" or the initials "FBI" in advertising, books, movies, broadcasts, telecasts, etc. to convey the impression that such use is authorized by the FBI without the official sanction of the Bureau. I have requested DD/A, the Director of Security, and Col. Grogan for comments as to whether CIA should be included in such a bill. 4. Attention is also called to H. R. 179, which has just passed the House, and authorizes the payment of expenses of round-trip travel and trans- portation for Government employees and their families between tours of duty overseas for the purpose of taking leave and other similar purposes. While it appears that the bill in its present form is entirely favorable to CIA, rep- resentatives of DD/A, Personnel, Comptroller, and DDP/Admin. will meet with the General Counsel's office on 21 July to make sure there are no'bugs" in the bill.
