Mr. Wallace Parks, Counsel to a subcommittee on Govern- ment information, called to ask whether we could give him some guidance regarding who is being considered for a staff position, has for many years been secretary to Mr. Parks was particularly interested in flexibility and amen- ability to supervision in view of her long association with the military. After checking with Mr. Reynolds, Director of Personnel, I informed Mr. Parks that in our opinion was an extremely high class employee, that we had unfortunately not been able to place her because of her grade, but that we had a very high opinion of her abilities. Mr. Parks indicated that in the scope of the Committee's juris- diction they would probably want to consider what information intelligence, including CIA, could make (if not public) at least available to Congressional Committees. He said this was a matter of considerable interest to Sen. Wiley, with whom he had discussed the subject, as well as Sen. Mansfield and others; that he was a member of an intelligence reserve unit and had himself prepared a paper on the general subject. I pointed out that if CIA were to conduct such a clearance it would violate our basic prohibition against internal security matters, and that we did not investigate Congressional personnel. He stated that of course we would have to take some steps in connection with any request from the Chairman to accredit a member of his staff for contact with this Agency, 5.
