Approved For RWease 2007 8" i 4RDP9I -00682% 0200120080-2 Journal Office of Legislative Counsel Monday - 13 June 1955 The DCI appeared before the House Armed Services Com- mittee in support of the request for authorization for a new CIA building. He was accompanied by Col. White, of 25X1A Logistics, and the Legislative Counsel, Among the Committee members present were Chairman Vinson and Congressmen Kilday, Rivers, Gavin, Hebert, Winstead, Patterson, Bates, Hardy, Hess, Devereaux, Wickersham and Lankford. Mr. Smart and Mr. Kelleher of the Committee staff were also pres- ent during the meeting, which was held in Executive Session without a stenographer. Chairman Vinson asked the DCI whether he would object to the Committee including a provision requiring their final approval over any site selected. (This is similar to the arrange- ment which the Armed Services Committees have with the military). The DCI concurred in this proposal, although it is not yet definite that it will be included. The Chairman and the members of the Committee showed a predisposition to have the Agency locate at a considerable distance from Washington. This arose in part from the Chairman's thought that it would not be necessary for the Agency to be near the Pentagon or other agencies of Government. The Director refuted this argument, and the Committee then seemed to recede from the necessity for distance but did show a predisposition to bar con- struction within the District of Columbia itself due to congestion. Considerable interest was shown in the use of Government land and the fact that the building might be financed out of previously appropriated funds.
