1. Chairman Richards, of the House Foreign Affairs Committee,
was forced to cancel his luncheon engagement with the DCI because of press
of Floor debate today.
2. of ORR, sent to me for comment a proposed draft
of a reply from Director Stassen of FOA to Chairman McClellan of the Senate
Committee on Government Operations in reply to the Chairman's request for
considerable information regarding East-West trade. In particular the
Chairman was interested in decontrolled items under the provisions of the
Battle Act arising out of international conferences last summer, together
with reports on violations. In denying access to much of this material,
FOA has accepted all of our
suggestions.
