Following message received from Torbert Salzburg re DEPTEL.
340:
"No hearing held Salzburg will remain confidential one hour
after first invitation issued. Strongly urge inadvisability.
Compromise proposal might be move selected refugees from
Austria to Munich but disadvantages believed outweigh advantages
even here".
We agree it will be impossible to keep hearings confidential.
However, if they are held by US agency on US premises, witnesses
are all non-Austrians and Austrian Government and nationals are in
no way involved, we doubt that Soviets will use hearings as
pretext for causing serious difficulties.
