The Congress, in conformance with recom;iendations of the Commission on
organization of the Executive Branch of the Government, enacted during the
81st Congress Public Law No. 110, to improve administration of the Central
Intelligence Agency.
Under Senate Rule XXV (Public Law No. 601, 79th Congress), this Committee
is vested with the authority to handle all legislation relating to "reorganizations
in the Executive Branch of the Government," and is also vested with the specific
duty of "evaluating the effects of laws enacted to reorganize the Legislative
and Executive Branches of the Government". The Committee, therefore, has the
responsibility of ascertaining what administrative actions have been taken to
effectuate the above legislation.
In conformity therewith, the Committee rer,uests complete information as to
(a) steps which have been taken to carry out the above cited Act; (b) administrative
deficiencies eliminated or improvements which have been made in the organization
acid management of your Agency: and (c) estimates of savings that may have been
realized or that may be:-expected as a result of such legislative action.
As you can see from the enclosed report (Senate Report No. 2581), there
were in addition a number of general legislative actions taken by the 81st
Congress, such as passage of the Federal Property and Administrative Services
Act of 1949, and amendments thereto (Public Laws Nos. 152 and 75Lj), and the
Budget and Accounting Procedures Act of 1950 (public Law No. 784), which are
designed to promote more economy and efficiency in the Executive Branch. The
Committee will appreciate it, therefore, if you will also supply complete in-
formation relative to how these, and any other basic reorganization acts or
plans approved by the 81st Congress, have affected your agency,
Inasmuch as the Committee is desirous of utilizing this information to
submit a report to the Senate at the beginning of the first session of the 82nd
Congress, it will be appreciated if you will give the matter your early attention
and let us have your response on or before December 1, 1950.
