The attached letter to the Director dated 27 August from Congress-
man Ralph W. Gwinn is self-explanatory. It is requested that you prepare
ppropriate. information from which I can draft a reply for the Director.
The reply should be unclassified and therefore it may not be possible to
answer all of the questions involved or give full details. You will recall
that we have prepared replies for Mr.Quattlebaum and this subcommittee
previously.
