The . ssistant General Counsel
1. We have just received a call from Mr. Francis
Flanagan, Chief Counsel for the In-estigation Subcommittee of
the Senate Expenditures Committee. This Subcommittee is
presently charged with the problem of investigating homosexuals
in the Government service.
2. The Subcommittee wishes testimony from a senior
official of this Agency on the general problem as to whether we
consider homosexuals to be security risks in general. If possible,
they would like this testimony to be based upon our own intelli-
gence experience.
3. In addition, the Subcommittee would like case
examples (without mentioning names or sources) that have come
to CIA attention abroad where foreign governments plan to use (61
ws
homosexuals for intelligence or espionage purposes.
