I greatly appreciated having the opportunity to
discuss with you and your staff yesterday the problems
arising out of the proposed Section 8 of H.R. 2663 (a
bill to provide for the administration of the Central
Intelligence Agency), which is now before the Senate.
Your cooperation and understanding as to the pur-
poses of this Section will, I am sure, be of the greatest
assistance in securing the passage of this much needed
legislation.
I am quite in accord with the thought that your
Committee should be apprised of the operation of Section
8 of this proposed bill once it has"beoome law. There-
fore, I will send to you personally, as Chairman of the
Committee, a quarterly report of the operations of this
Section for your confidential use.
As I told you yesterday, we will be more than happy
to cooperate with your Committee staff in furnishing you
information on a confidential basis which you may from
time to time request. I should like to point out, how-
ever, that this information must be limited to intelligence
secured outside of the United States. As you know, Section
102(d)(3) of the National Security Aot of 1947 (Public
Law 253 of the 80th Congress) which established the
functions of this Agency, specifically prohibits the
Central Intelligence Agency from having any internal
security functions whatsoever. These functions fall
within the province of the FBI. Our functions are ex-
clusively in the field of foreign intelligence. However,

in so far as we do have foreign intelligence information
available which might be of assistance to you, we will
be glad to furnish it to the best of our ability in re-
