5. In connection with S. 2308, authorizing and directing the investi-
gation of certain offenses by the Attorney General, a Subcommittee of
the Senate Judiciary Committee has amended the original draft by deleting
the requirement that criminal offenses must be referred to the Attorney
General for investigation, and has inserted a requirement that a report of
the offense be sent to the Attorney General. This will leave the investigative
power with those agencies which have such authority unless the Attorney
General specifically desires to get into a particular case. It is felt that the
CIA agteement with the Department of Justice on this point will cover our
relations with that agency satisfactorily and that therefore the statute will
not affect our operations. Xip
