UNITED STATES GOVERNMENT TO The Director DATE: 18 April 1950 ,FROM The Assistant General Counsel SUBJECT: Information on Displaced Persons for the Immigration Subcommittee of the Senate Judiciary Committee. 1. The Yugoslavs have lately made a practice of dumping surplus aliens into the Trieste Zone. Some of these are Russians or satellite nationals. The fact that they have come into this area means that some provision must be made for them, and they are therefore in a position comparable to the post-war refugees and DP's. This group has doubtful antece dents, and many of them have lived under a Communist form of government for years. They are being expelled from Yugoslavia for reasons of that country's convenience rather than because they are anti-Communist or trying to escape from persecution. They present a very special problem which should be kept separate from the legitimate Displaced Persons. This problem can be met only by most careful screening and a strict observation of the cut-off date. 2. As of a year ago, there were approximately 3,000 White Russians remaining in Shanghai,-750 of whom were, not suitable for resettlement. The screening of actual departures of IRO evacuees from China indicates that about lj, have Soviet intelligence connections. Of the 3,000 remaining, there is no conclusive evidence as to what portion might be connected with Soviet intelligence or other subversive groups.
