It is a pleasure to extend an invitation to you on
behalf of the Rotary Club of Petersburg to join with the
membership for lunch on Thursday, August-_16., 1979. The
club is most appreciative of your willingness to address
the luncheon group on the subject of intelligence and the
current role of the Agency. A genuine interest in national
security exists in these parts. Many members have served
the country in one way or another. You will find the club
a warm, receptive audience.
The club meets weekly for lunch at the Holiday Inn in
Petersburg. The formal meeting starts at 1:00 p.m. and
the buffet lunch begins informally fifteen to twenty minutes
earlier. The speaker generally goes on around 1:20 p.m.,
speaks for twenty to thirty minutes and then fields questions.
Customarily the meeting closes on time at 2:00 p.m.
The Petersburg airstrip will accommodate Agency air-
craft. Driving time to town is about fifteen minutes. If
you care to identify a member of your staff, arrangements
can be made to work out all details.
-Communicating again with the Agency is like old times.
It brings back many positive memories. I am hoping John McMahon
might be able to come along with you. We shared many earlier
experiences.
I trust you will enjoy your visit and find your time well
spent. There is a grass roots support for the Agency and its'
purpose among communities such as Petersburg.

means of protecting the people who work for it overseas.
Otherwise, there are going to be large difficulties in
recruiting and retaining able intelligence specialists
for an indispensable form of government service in this

prove sufficient, the public will expect Congress
to so say--and then reshape the intelligence community
into exactly what it needs to be."
On the 15th anniversary celebration of Cuba's interior ministry-26 May 76
"Even the most dedicated CIA agent must look at the
approaching festivities in Havana where his deadly
enemies will be garlanded with blossoms and feel a
slight stirring of envy. But that is one of the
prices of working for a democracy. What is regarded
as a heinous overstepping of bounds here would be seen
as clever police work in Havana or Moscow. A country is
known by its heroes."

ST. LOUIS POST-DISPATCH
The POST-DISPATCH's frequent editorials on CIA are
generally of the liberal persuasion. Most recent concern
has been over the direction in Congress of the intelligence
charter. The POST-DISPATCH agrees with Vice President
Mondale that the charter should have strong controls over
covert activities.
The POST-DISPATCH (12 February 1979) was upset over the
Chile-ITT-Berrellez prosecution decision and accused the
CIA of "subverting justice." The editorial cited the decision
as "one more example of how a mania for protecting so-called
sensitive intelligence information is corrupting the
democratic system of government."
The Public Affairs Office took the ST. LOUIS POST-
DISPATCH editor and publisher, Joseph Pulitzer, Jr., to
task for three of its recent editorials on CIA (attached).
The subject of the 11 April editorial was regarding your
testimony on FOIA.

JEFFERSON CITY POST-TRIBUNE
In a most recent (12 March 1979) and singular editorial,
the POST-TRIBUNE catalogues the alleged failures of the
Agency and cites the recent resignations, retirements and
sagging morale, stating these factors must further reduce
the effectiveness of the Agency.
The editorial concluded the Congress has yet to address
CIA's failures and the Congress' own inability to restore
the nation's eroding intelligence capabilities.
The editorial also referred to "the absence of proper
leadership from the White House..."
