In 1915, a conference was held in Saa
Francisco for the purpose of drafting the
U.V. charter. Alger Hiss, a Communist
agent, was Secretary-General of that cod-'
Terence and, as Direc`.or of the State D,'-
part,ment's Office of Special Political A;-
fairs, he had been given the authority to
organize the Uni-ed States delegation.
The first official U.S. Delegate appointed
to the conference was Senator Torn Co:]-
riolly., Two other U.S. representativc s

agent, and Leo Pasvofslcy, a Russia::-
born Communist. Sen. Connolly later
