MEMORANDUM FOR: Assistant Director, Current Intelligence
SUBJ.rCT Comments on Bureau. of the Budget Paper "Suggested
Replies to tauestions Raised by Senate Report 1026"
1. The Lureau of the Budget has prepared replies to various
suggestions for improving national. policy machinery put out by
the Jackson Subcommittee in an interim report. It is not clear
whether Budget's draft represents its own views only, or whether
it is intended to be the position of the Executive Branch. DCI
has asked OCI for suggestions as to how the draft could be altered
to reflect the role of intelligence in "Policy-Making at the Sum-
mit."
2. I think there are reasons why CIA should not insert any-
thing on intelligence in this document.
A. The draft; has a somewhat political flavor. It
appears designed to defend the present organization for
national security in toto, and to portray it as the best
organization possi~e. With minor exceptions, every sug-
gestion made by the Subcommittee is disapproved, while
no counter-suggestions are offered. The Subcommittee is
likely to view it as something less than a constructive
contribution. It; seems to me questionable whether CIA
should associate itself with such a paper by making changes
in it in view of our present excellent relations with the
Subcommittee.
B. Both the Subcommittee's report and Budget's reply
are intended for public consumption. The Subcommittee
does not mention the role of intelligence or any intelli-
gence agency, even where such mention would appear essen-
tial. Since by this omission it is evidently deferring
to our desire to remain inconspicuous, we would in effect
be replying to a criticism which had not been made.

3. If it nevertheless is necessary to add a discussion
of our role, the best place for it appears to be at the end
of the second "Answer" on page 1. Suggested language is at-
tached.
