SUBJECT: White House Meeting to Discuss the Jackson Subcommittee
Activities
1. Mr. Edward McCabe called a meeting of the agency points
of contact to discuss the current situation of the Jackson Subcommittee
on National Policy Making Machinery. The meeting was held on
Wednesday, 23 March, at 3:00 p. m. and lasted for approximately an
hour and a half. Individuals present are listed on the attached.
2. Mr. McCabe reviewed activities since the last meeting and
indicated that the next round of, .wrings will go into science and
technology matters and, there'; the next series would deal with
budget matters. McCabe mentioned that Senators Mundt and Javits
would try to be helpful to the Executive Branch and the Administration
wherever possible. In this connection Mr. Gale mentioned that the
minority counsel, Mr. Pendleton, is procuring (1) a list of proposed
witnesses and that any agency which had suggestions as to witnesses
should make them available to Pendleton; (2) he suggested that if there
were any items in the Interim Report which agencies felt contained
points which could appropriately be brought up, these ideas should be
channelled to Pendleton who would take them up with Mundt or Javits;
(3) if there are possible minor organizational changes requiring legislation,
these matters should be discussed with Mundt with the view of considering
advising Senator Jackson of them; and (4) it was also pointed out that
present plans are that the Subcommittee will continue on into the next
Congress but that they will probably wish to make some minor recom-
mendations in this session.

3. Mr. Reid pointed out that they are preparing a draft of the
proposed statement for the Director of the Bureau of the Budget for the
coming hearings and it was suggested that a copy of this statement be
made available in advance to interested agencies. McCabe emphasized
again that the list of witnesses should be checked carefully and in addition
any suggestions as to other witnesses should be forthcoming.
4. I reported on the appearance of the Director before the Sub-
committee indicating the scope of the Director's statement and the fact that
it was executive session with no release being made. Since the State
Department had already requested access to the transcript, I indicated
that others who felt it necessary could also review this by contact with
the Subcommittee since we have no copy at this time. I also mentioned
the two studies which the Agency had done for the Subcommittee in the
classified and unclassified versions and the fact of the Subcommittee
printing the unclassified versions and receiving very complimentary
comments from the academic community.
5. It was mentioned that Senator Jackson will have an article
appearing in the April issue of FOREIGN AFFAIRS and that some thought
is being given to either Mundt or Javits speaking on this general subject
on the floor.
6. Mr. Smith pointed out that the Department was preparing a
paper on the British policy making machinery and in addition had been
requested to furnish a list of the interdepartmental committees on which
State has membership. It was pointed out that Brad Patterson with
Robert Gray is keeping a current list of all interdepartmental committees.
It was also indicated that Herter and Dillon are scheduled to appear before
the Subcommittee some time in May.
7. It appeared that there was still considerable concern that the
Subcommittee's activities will develop only one side of the picture and
thus the questions of strategy such as suggesting witnesses and making
available appropriate points for discussion to Pendleton for Mundt and
Javits were considered carefully. It was suggested that Mr. Pendleton
should be called through Senator Mundt's office. At this time it does 25X1
not appear that there is any action for the Agency to take in this connection.
