In a report to. the Subcom- mittee on National Policy 1Vl;a- chiliery, the, staff described the top Red Chinese leader- ship as "knowledgeable and confident to the point of cock- iness." Subcommittee Cha i r ih a n Henry_ M, rackson (D-Wash.), saki'. he released the report in an effort "to lead to greater understanding of the nature of the challenge facing our nation in the- cold war." T.he Subcommittee staff pre- pared the report in coopera- tion with executive agencies. Thea report detailed the sys- tem by which the Party, head- ed by Mao Tse-tung, decides on policy and the government obediently carries it .out. Mao Tse-tung, despite his "special position of authority in policy-making," does not hold a government post. This is because he "considers that his responsibility fqr -policy- making requires time for re- flective thinking and freedom from administrative details." ?
