yesterday depicted Red China
as a "lock-step society" in
which the close-knit Com-
munist Party is the "drill
sergeant."
In a report to. the Subcom-
mittee on National Policy 1Vl;a-
chiliery, the, staff described
the top Red Chinese leader-
ship as "knowledgeable and
confident to the point of cock-
iness."

an effort "to lead to greater
understanding of the nature
of the challenge facing our
nation in the- cold war."
T.he Subcommittee staff pre-
pared the report in coopera-
tion with executive agencies.
Thea report detailed the sys-
tem by which the Party, head-
ed by Mao Tse-tung, decides
on policy and the government
obediently carries it .out. It
said, the National People's
Congress ahd the- Party Con-~
greys go through the motions
of policy-making, but actual
decisions are made by a hand-
ful of Communist kingpins.

things, said:
? "Survival of the fittest, is
the rule in Communist poli-
tics; only the boldest and

This fact tends to make for
aggressive policies."
? Red Chinese policy-mak-
ers are strongly conditioned
by the Leninist. doctrine "that
imperialism is a phenomenon
peculiar to a certain stage of~
capitalism. This forces Chin-
ese policymakers into a pos-
ture of antagonism to the
West -and gives them a sturdy
philosophical link with the
general Asian resentment of
Western colonialism."
? Mao Tse-tung, despite his
"special position of authority
in policy-making," does not
hold a government post. This
is because he "considers that
his responsibility fqr -policy-
making requires time for re-
flective thinking and freedom
from administrative details."
? The .Communist regime
.does nod cons~d~ gublc ap-
proval, "ap all-important cri-
terion for cleci~ing whether
policies }re .workable."
