First of all, I wish to congratulate you on
your fine presentation before the Committee on Science and
Astronautics.
Last year and this year I introduced bills for
the creation of a National Science Academy, and I was delighted
to hear your comments with respect to the Soviet Science
Academy and the status of scientists in that country.
I have recently revised my bill by adding two
new sections, Section 12 and Section 13, which you will note
in the enclosed copy of bill. This was for the purpose of
making the Academy more attractive and, also, to encourage
scientists to stay in government.
I would appreciate your comments on this bill
as early as possible.
