Dear Mr. Anfuso:
Thank you for your letter of 26 February 1959 requesting
our views on H. R. 4986, "To provide for the establishment,
under the National Science Foundation, of a National Science
Academy. "
Federal programs which would encourage study in scien>
tific fields by offering incentives to young men and women, by
establishing suitable salary levels for trained scientists and by
providing better facilities and equipment for scientific study,
are objectives which If eel are desirable. However, specific
recommendations as to how these objectives can best be
attained would be outside the jurisdiction of our organization.
I point out in passing, recalling your discussions with us
regarding Soviet scientific advances, that the Soviet Academy
of Sciences is considerably different from that proposed in
H. R. 4986. The USSR Academy is concerned with scientific
training in the more advanced areas, that is at the graduate,
research level rather than in the undergraduate areas.
If we may be of further assistance concerning Soviet pro.
grams of this type, please do not hesitate to call on us.
