Enclosed herewith is a copy of a draft letter to
the President of the Senate transmitting copies of a proposed
Joint Resolution, entitled "Reserving as public open space
the area in the District of Columbia between E Street and
Constitution Avenue and 23rd and 25th Streets, Northwest",
which has been submitted to the Director of the Bureau of the
Budget for advice concerning the relationship of the proposed
legislation to the program of the President.
