MEMORANDUM FOR. Director of Central Intelligence
1. This memorandum is for information only.
2. After a general oral briefing furnished by me to
Robert Smart, Mr. Smart requested a letter to the Subcommittee
furnishing appropriate information and current status. T.ais
briefing was on 30 November 1959. Shortly thereafter, Mr.
Iouston prepared a long letter in draft form covering the above
information. He and I both thought it desirable for Mr. Smart
to review it prior to dispatch to unearth any other questions which
might be raised. This was suggested to Smart and he said that he
would be glad to go over the draft which was left with him on 7
December 1959. Today I met with Mr. Smart to secure return of
the letter and to determine if he did have any additional questions.
Ae raised a number of points which I believe can be covered
adequately and Mr. Houston will revise this letter within the next
few days.
3. Mr. Smart has emphasized that it is not the Sub-
committee's desire to revive dead issues, but allegations were
made concerning CIA's part in this and the Subcommittee felt
it was their duty to at least be apprised of the true facts in the
situation.
