1. Met with Robert Smart, Muse Armed Services Committee
sue# to receive his comments on the draft letter prepared 25X1A2D1 to the Subcommittee an by Mr. Houston
Mr. Smart raised a number of
questions. Apparently the description of the actual mechanism of
25X1 X4 purchas is too summary and gives rise to some questions.
In view of the specific, points Smart raised, t suggested ws could possibly

passed money to whom and by whom were
actual contracts made. In addition, Smart suggested that we might indicate
in the letter the part that faulty Organisation played in allowing such a
situation to develop and the influence played by the rapid expansion during
the Korea a War. Also, if it ware a fact, there should be mentioned the
fact that current organization setup would prevent a recurrence.
